If pngs display when logged in as an administrator then try restoring the default security templates for the affected user. This is a train wreck of problem in ie11 that takes 3 seconds to fix. Firefox and chrome do not have this issue all images are displaying. All images in question are png files and the range of browsers being used is across the board. It seems that the issue on displaying an image on internet explorer is due to the format of the image jpeg i ve tested with another format with png and it worked fine.
